The city of Phoenix was awarded a $25 million federal grant from the U.S. Department of Energy Better Buildings Neighborhood Program and the American Recovery and Reinvestment Act (ARRA) to launch the Energize Phoenix program in partnership with Arizona State University and with support from Arizona Public Service. The Energize Phoenix program saves energy, creates jobs and will transform a diverse array of neighborhoods along a 10-mile stretch of the Metro light rail.

What are the boundaries of the ‘Energize Phoenix Corridor’?

The Energize Phoenix Corridor is a 10-mile stretch along the Phoenix light rail line, from Central and Missouri Avenues to 44th and Washington Streets, and includes diverse neighborhoods, commercial businesses, public institutions and offices.

How can I participate in this program?

If I participate in the Residential Rebate Match program, how exactly will the process work?

A general step-by-step process is outlined below.

  1. Use this website or call our hotline at 602-495-5275 to:
    1. Find out if your home is located in the Energize Phoenix Corridor
    2. Select an approved Residential Rebate Match contractor
  2. If applicable, a contractor provides an APS Home Performance with ENERGY STAR® Checkup to diagnose the energy inefficiencies in your home at a cost to you of $99
  3. Contractor provides a proposal with an estimate of rebates available through APS and Energize Phoenix
  4. Decide which energy-saving improvements you want to make and contractor will assist you with program applications
  5. Obtain applicable approvals for energy-saving improvements (i.e. building permits, historic preservation approval, etc.)
  6. Contractor performs the work
  7. Once the work is completed and verified, you will receive qualified rebates from APS and the city of Phoenix

If I participate in the Rental Program, how exactly will the process work?

The Rental Program is managed by the Neighborhood Services Department. A general step-by-step guide is outlined below:

  1. Use the website or call our hotline at 602-495-5275 to find out if your home is located in the Energize Phoenix Corridor
  2. Contact the Neighborhood Services Department at 602-495-0700 to discuss program eligibility requirements
  3. Complete and submit program application
  4. Once your application is approved, the building owner and the Neighborhood Services Department will enter into an agreement
  5. The Neighborhood Services Department will schedule an energy assessment of the building and the findings will be utilized to develop a scope of work
  6. The agreed upon scope of work will be competitively bid out to qualified contractors
  7. The owner and the selected contractor will enter into a contract
  8. The contractor will perform eligible energy efficiency upgrades

Are non-profit organizations eligible to apply for the Residential Rental Program?

Yes, many non-profit organizations own and operate low-to moderate-income multi-family residential developments.

What is a Home Performance with Energy Star (HPwES) Checkup?

An HPwES Checkup or energy assessment is an important first step in finding out which parts of your home use the most energy. With a HPwES Checkup, an Energize Phoenix approved contractor uses state-of-the-art diagnostic equipment to evaluate which areas of your home use the most energy and suggest the most effective measure for cutting your energy costs.

What energy efficiency upgrades should I make to my home or business?

There are many factors to consider when selecting which energy efficiency upgrades are right for your home or business. Below are a few to keep in mind:

  • Return on investment – How long will it take for the energy efficiency upgrades I make on my home or business to pay for themselves through lower utility bills?
  • Age of existing equipment – How long will my existing equipment last? Is it ready to be replaced anyway?
  • Budget – Do I have the cash to pay for the upgrades? Do I have access to financing?
  • Lifestyle – Do I lead an energy-efficient lifestyle? If I perform upgrades to my home or business, will my lifestyle habits change?
  • Property Value – Will the energy efficiency upgrades add to the value of my property?

Is there a cap on the amount of rebates I can receive from the Energize Phoenix Program for my business?

Yes, there is a $200,000 cap per customer.

Is there a cap on the amount of rebates I can receive from the Energize Phoenix residential programs?

Residential Rebate Match Program – No, but rebates will match APS rebates not to exceed total project costs.

Energy Assist Program – No, but the scope of work will determine project costs.

Rental Program – Yes, there is a $3,000 cap per unit.

Will I have to pay out of pocket costs for the project?

In most cases, yes. There are a variety of programs and incentive packages offered under Energize Phoenix. The incentives are tremendous and in some cases may pay for up to 100% of your project cost. However, there may be up front contractor energy assessment fees, up front contractor payments and other project costs that may not be covered.

Energize Phoenix funding is limited and programs are offered on a first-come-first-served limited time basis.

Is there financing available to cover out-of-pocket costs or costs that are not covered by the incentives?

Yes. Financing is available through the Energize Phoenix Business Financing Program. This program is a partnership between the city of Phoenix and National Bank of Arizona (NB|AZ) designed to assist businesses and other commercial property owners with the costs of energy efficiency improvements not paid for by rebates. An Energize Phoenix Residential Financing Program is currently under development.

Is there additional help for residents that are low to moderate income?

Yes, the Energy Assist Program is available for low-to moderate-income residents in the Energize Phoenix Corridor. Contact Neighborhood Services at (602) 495-0700 for more information.

If I participate in the Energy Assist Program, where may the 40% owner contribution come from?

The 40% owner contribution may be provided through a variety of sources including personal savings or a loan through a financial institution, which may include Energize Phoenix financing when it becomes available.

How can residential condominium and townhouse owners participate?

Many condominium and townhouse developments have common areas that may be commercially metered and qualify for the commercial component of Energize Phoenix. Individual units may benefit from the Energize Phoenix Residential Rebate Match Program which offers matching rebates for APS programs related to AC upgrades, duct repair and solar water heaters.

How much money can I expect to save on my utility bill if I participate in the program?

Each project varies. Nationally, thousands of homes and businesses participating in this type of program have achieved savings of up to 30% on their energy bills. Savings depend on a variety of factors including the types of energy efficiency improvements made, lifestyle, behaviors, age of building, construction materials and climate.

How do I become a Commercial Energize Phoenix approved contractor?

Each of our Energize Phoenix approved contractors must also be an APS Trade Ally. If you are already an APS Trade Ally, please contact the Energize Phoenix hotline at 602-495-5275 to speak to a program representative.

How do I become a Residential Energize Phoenix approved contractor?

How do I find an Energize Phoenix approved contractor?

There are a few tips to keep in mind in order to ensure you get the most of the Energize Phoenix Program:

  • Talk with a few different contractors to identify the one that best matches your needs.
  • Review the Arizona Registrar of Contractors’ Consumer’s Guide to Hiring a Contractor.
  • Ask Energize Phoenix Approved Contractors for identification and/or their Energize Phoenix Approved Contractor badge.
  • Energize Phoenix Approved Contractors have applicable program application forms.

What if I live in a historic district or in a historic home?

There are additional requirements regarding modifications to historic homes. To verify whether your home is considered historic, use the address locator tool on the homepage or click on the attached maps. Historic homes or homes located in historic districts are subject to design review approval by the city’s Historic Preservation Office before work begins. Some work items will also require city building permits. This review process pertains only to the home’s exterior and is free of charge.

Any additional exterior work items that do not fall under the Energize Phoenix program will also require review by the Historic Preservation Office.

Completed projects that do not meet design guidelines could be ineligible for the Energize Phoenix rebates.
